Visit Of Delegation Of Ukrainian Judges,
Court And Government Officials To UK

From 25 to 29 April, CIPR organized a visit to the UK of a delegation of Ukrainian judges, court and government officials, all of whom work in the area of protection of Intellectual Property rights.

The senior judge was Victor Moskalenko, the Deputy Chairman of the Higher Commercial Court of Ukraine and the Chairman of the Court's Judicial Board for IP cases. He was accompanied by three other judges from the commercial courts of first instance and appeal courts, by the Head of the Law Enforcement Department of the State Department for Intellectual Property, and by the Chief of the Analysis Laboratory at the Ministry of Justice Forensic Examination Institute.

CIPR organized a comprehensive program of meetings, designed to enable them to familiarise themselves with the way in which IP rights are legislated, adjudicated and administered in the UK. Highlights of the program included a visit to the Patents Court, located within the Royal Courts of Justice complex in Central London. A senior judge addressed them on the operations of the court and they were able to attend part of the hearing of a Trade Mark dispute. They met with another senior judge for lunch in more informal surroundings, visited the Chartered Institute of Patent Agents and the Institute of Trade Mark Attorneys, and had lengthy discussions with IP-specialist lawyers in their offices. The final day of the trip was spent travelling to Newport, South Wales, where a comprehensive visit program to the national Patent Office had been arranged by CIPR.

The delegates remarked at the end that the program had been extremely worthwhile, and it is hoped that the links made with the UK judges, organisations, Institutes, and other government contacts will lead to further co-operation in the future, perhaps even a visit by UK IP specialists to Ukraine.
